مجيدة في كون موازي

أغلب الناس خلاص قررت ان الحمد لله مجيدة فشلت. وأغلب الناس كمان قررت ليه مجيدة فشلت. مثلا الثوار والنشطاء قرروا إن مجيدة فشلت لأن الإخوان والعسكر تآمروا عليها. بعض الفلول شايفين إن مجيدة فشلت لأنها انقلبت على مبارك ومبارك هو الوحيد القادر على إدارة مصر. بعض الناس قررت إن مجيدة اتنيلت لأنها مبنية على أساطير. وبعضهم رأيه أنها مؤامرة وتم إحباطها. وهلم جر، تباديل وتوافيق من أسباب لفشل مجيدة. دا بجانب طبعا الناس اللي محتاجة جلسات كهربا اللي شايفة إن الصاورة مستمرة ولسه مجيدة مفشلتش.

بس خلينا نفكر في سبب جديد نوڤي لفشل الحاجة مجيدة. سبب مش هقدر أشرحه غير من خلال المثال المضاد للسبب ده. تعال نتخيل مجيدة حصلت في كون موازي وكان السيناريو كالآتي:

مبارك تنحى عن الحكم وتركه للمجلس العسكري. الناس سابت مبارك ومسئوليه في حالهم يعيشوا أيامهم ونظريات ناشطات الثورة اللي معاهم محو أمية إن مبارك ثم شفيق ثم أمن الدولة ثم صفوت الشريف هم السبب في إن واحد نزل ماتش الزمالك في الاستاد بجلابية. المجلس العسكري أخد تعديلات لجنة مبارك على دستور ٧١ وعمل عليها استفتاء في مارس. انتخابات رئاسية في مايو ٢٠١١. عمر سليمان يكسب الانتخابات ويدير البلد سنة وكام شهر. في السنة وكام شهر عن طريق مفاوضات وإدراك الأمر الواقع الإخوان يعرفوا إنهم لازم وجودهم لا يتعدى ربع مجلس الشعب يوازنه باقي مجلس من قوى تقليدية وشوية المواهب المدفونة بتاعت يناير. الإخوان يشاركوا في الحكومة ولا يترأسوها. السلفيين وبلاليع التيار الإسلامي وأبو اسماعيل ميلحقوش يطلعوا. عمر سليمان يموت. انتخابات تاني بين شفيق وأي بياع فجل من بتوع يناير، مش مهم المهم إن الإخوان فهموا موقعهم اللي خطر يتخطوه وإن سابقة تداول السلطة موجودة.

كان هيحصل ايه؟ مكانش هيبقى فيه محمد محمود. مكانش هيبقى فيه حزب النور. مكانش هيبقى فيه رابعة ولا فض رابعة. كان الجيش هيطلع من السياسة. مكانش مجموعة من روابط تشجيع الكرة المكونة من شباب ومراهقين هتتحول لما يشبه الميليشيات السياسية. مكانش هيبقى فيه إفراج عن جهاديين. كانت سيناء هتتلم. كان زماننا عملنا مرحلة من إصلاح الدعم وبالتالي الكهربا بتقطع أقل.

طيب مين السبب إن ده محصلش؟ تعال نرجع ونفكر. السبب هو تغول الإخوان وظهور تيارات سياسية سلفية بتزق الإخوان لخلق دولة جديدة من الأساس لا وجود فيها لأي تيار غير تيارات الإسلام السياسي مما أدى لتحول كل الإسلام السياسي من أول مصر الطرية إلى أنصار بيت المقدس إلى مسخ موحد بيتحرك بتناغم نحو الهدف ده. طيب إيه اللي خلى الإخوان تتغول وتراكم حولها كل الإسلاميين؟ أساسا وجود فراغ. إيه سبب وجود الفراغ؟ حاجتين، الإصرار على دستور جديد من أساسه وإلغاء تعديلات لجنة مبارك لمجرد أنها من لجنة مبارك، وثانيا إطلاق لفظ "فلول". الإخوان والتيار الإسلامي استغلوا الحاجتين لإقصاء كل منافسة محتملة عن طريق وصمها بالفلولية ودعم الإقصاء بتحويل آلية المليونيات إلى ميكانيكية أسبوعية إعلامية. طيب مين اللي خيل للإخوان إن هيمنتهم مطروحة للنقاش؟ معرفتنا أن الإخوان كانوا على استعداد للتفاوض مع الدولة وقبول حصة من السلطة بدل السلطة كلها، ودي حاجة الثوار يبذلوا الإخوان بها. اللي غر الإخوان هو ظهور تيرمينولوجي الفلول وإقصاء الفلول و"كل الثورات لازم تطهر المؤسسات من النظام السابق" إلى آخر الترهات اليسارية اللي ظهرت في ال١٨ يوم والأيام القليلة اللي بعدها. طيب مين اللي نشر الأفكار دي مع إن من يتكلمون بها أفاقين أو جبناء بيهربوا من أول مواجهة؟ اللي نشرها التوك شوز اللي جابت شوية شباب ووجوه وقالوا هم دول شباب يناير وهم دول رموز يناير وهو ده الفن الثوري. 

يعني الإعلام هو سبب اللي إحنا فيه؟

أكيد لأ! اللي إحنا فيه سببه اختيارات غبية ومأساوية من كل الأطراف تقريبا. يمكن إحنا اتصرفنا كswarm intelligence كل طرف على حدة بياخد قرارات معتقد أنها بتأثر فيه لوحده في حين إننا كلنا بناخد واحنا مش واخدين بالنا قرارات بتوجهنا لنهاية محددة وإن كانت مش النهاية الأفضل. أو يمكن الموضوع موضوع chaos theory ومصر عبارة عن نظام ديناميكي والظروف الأولية عند حدوث الانفجار (مجيدة) كانت تؤدي للنهاية اللي احنا فيها. يمكن لو حاجة في الظروف الأولية اتغيرت مكناش وصلنا لنفس النهاية.

تخيل مثلا لو كان يسري فودة بيشتغل في بنك!

تطهير الداخلية في اوروبا الشرقية يا ولية

هل الشرطة في مصر محتاجة اعادة هيكلة وتطوير؟ هل هي مختلفة عن أي مؤسسة في مصر في مشاكلها؟ هل "تطهيرها" أولوية فعلا في مصر؟ الإجابة مني كواحد فلول ووحش على كل الأسئلة دي هي نعم. أمال إيه اللي حصل؟

الأول نشوف الإجابة نعم ليه. الإجابة نعم لأن وظيفة وهدف الشرطة الأساس هو تحقيق الأمن، مش فقط الأمن الجنائي لكن كمان أمن البنت أو الست اللي ماشية في الشارع في انها تمشي بدون تحرش، فرض القانون، حماية الممتلكات. هل ده كان موجود أيام مبارك؟ اللي مفيهوش جدال انه كان موجود أكتر من بعد أيام مبارك. دي حاجة يمكن قياسها. لكن هل فعلا رجل الأمن كان بيساعد البنت اللي بتتعرض للمعاكسة ولا كان بيقف يشارك؟ هل رجل الأمن كان فعلا بيديك المخالفة لأنك تعرض حياتك وحياة غيرك للخطر ولا كان بيهدد بالمخالفة عشان تديله حاجة؟ احنا عارفين الإجابة كويس. كان فيه إحساس بتآكل الأمن العام من قبل مجيدة وكل الناس كانت شايفاه ولامساه.

ثم حصلت مجيدة.

وكان من أول مطالبها "تطهير الداخلية." كويس. فيه أمل أهه. إيه؟ الموضوع فشل؟ يبقى أكيد كان فيه مؤامرة على مجيدة عشان الداخلية متتغيرش! صح؟

الحقيقة ان الداخلية اتغيرت. وان التغيير محركه الرئيسي كان مجيدة. وان نتائج التغيير كانت البؤس للجميع.

أولا مجيدة بنت ايديولوجية تغيير الداخلية بناء على ميثولوجيا خلقها البرادعي وروج لها وأضاف لها النشطاء. بناء على التنظير ده أصبحت أولى خطوات التطهير هي الانتقام من وتغيير القيادات. ثاني الخطوات تفكيك وتدمير جهاز الأمن الوطني. ثالثها تفكيك الأمن المركزي. لنصل ليوتوبيا أسماء محفوظ حيث تصبح هي وزيرة الداخلية وتصبح الأقسام زجاجية وقدامها زحاليق أطفال. أو لو أردنا شكل أكثر ثقافة في تقديم الرؤيا يبقى نطبق تجارب التحول في أوروبا الشرقية زي ما البوب قال وزي ما النشطاء قالوا ان أوكرانيا بتلعبها صح. أوكرانيا اللي لما فككت الأمن المركزي كإجراء انتقامي انشق أفراده بأسلحتهم وساعدوا روسيا في فصل إقليم القرم بإجرائات على الأرض.

فأصبحت آلية التغيير هي الآتي: حاصر مقار الأمن الوطني متهما إياه بتدبير الفتن الطائفية نافيا التهمة عن الإسلاميين. حاول محاصرة مقار أمنية طوال الوقت بأعمال شغب واستخدم فيها أطفال الشوارع أو حتى بلطجية مسلحين بس على النت سميهم أبطال. خلي الاشتباكات تستمر وناس تموت وشيل وزير بعد وزير. نزل ناس تشتبك وتموت كل ما تتزنق في تغيير نظام أو إسقاط حكومة. 

في نفس الوقت ساند أمناء الشرطة في إضراباتهم المستمرة الابتزازية وصور مطالبهم انها ثورية. قول انهم ضد تدخل أمن الدولة في عملهم، قول انهم بيثوروا ضد سوء معاملة الضباط لهم. ساند مطالبهم في الترقي الى ضباط.

عمم على الضباط كلهم. قول ان كلهم مرتشين وبلطجية وقتلة. تجاهل ان كتير منهم ان مكانش أغلبهم أبطال شايلين حياتهم على كفوفهم كل يوم في مواجهة إرهاب مكنته انت من البلد أو إجرام استشرى منذ الثورة وإلى حد ما من قبلها.

وزعلان ان الموضوع فكس؟ طيب ما انت عملت كل حاجة غلط. مين اللي قال ان الأمن المركزي ولا الأمن الوطني هم مشكلة أو أولوية المصريين أساسا؟ المشكلة في الأمن العام، في العسكري اللي واقف في الشارع اللي مبيعملش حاجة غير برشوة. المشكلة في اللي مش راضي يحمي البنت من التحرش، في اللي مبيجريش ورا الواد اللي على موتوسيكل اللي سرق الشنطة من الست الكبيرة. وطريقة التغيير مش الدخول في سلسلة لا نهاية لها من اشتباكات الشوارع يعقبها مطالبة بتغيير القيادات. الطريقة هي تدريب أعلى، دراسة لنظم الثواب والعقاب لأفراد الأمن، وتشديد الانضباط، وإعادة تحديد المهام.

ثم انك مش واخد بالك ان تقريبا أغلب أوجاع الشعب في الشارع مش مع الضابط؟ أغلبنا مشاكلنا مع الأمناء. أنا عمري ما قابلت ضابط قبل الثورة إلا ما كان مؤدب ومحترم، وتقريبا نص الأمناء اللي شفتهم حاولوا يبتزوني بطريقة ما. و أكاد أجزم ان أغلبية الناس كده. تقوم انت نتيجة تنظير يساري عبيط عن الطبقية وشوية تستوستيرون ونفسنة بين الضباط والمحامين تقلبها عركة مع الضباط؟

عامة النتيجة هي انك خلقت ثقافة تظاهر تقبل وجود السلاح، خرجتلنا ارهابيين من المعتقلات بحجة انهم معتقلين سياسيين، دمرت جهاز المعلومات الداخلية اللي أصلا مكانش حاجة جامدة يعني، بليت الجهاز بأمناء بقوا ضباط وزمايلهم عايزين يحصلوهم يا اما يقفلوا المديريات. وبالتالي الشرطة بتحارب على مليون جبهة من ضمنهم جبهة داخلية. لأن الداخلية اتغيرت والظروف اتغيرت والإرهاب اتغير بعد مجيدة وكله للأزفت.

Broken feedback: redux

In an old post, I argued that democracy won't work in the Arab world for a very long time. The main argument was that in the presence of Islamists, voting will never be self correcting and people can keep voting in the same government even if it keeps making bigger and bigger mistakes. In light of June 30th, where millions of people took to the streets to topple the MB regime; and, I would argue even more critical, in light of the record yes vote for the 2014 constitution, this assertion needs revision.

Or maybe it really doesn't.

June 30th proves without a doubt that millions of people in Egypt would resort to street action against Islamists. The constitution referendum shows that equal numbers are ready to turn out at polls to vote for the polar opposite of the Islamist opinion. Does that mean the barrier to democracy has been removed?

To answer the question one has to note that there are two main political blocks in Egypt at the moment. One block is the "activists" or "revolutionaries" or any other such self styled descriptions. This is a group of people who see in themselves a representation. Of freedom, liberty, social justice, workers rights, anti-militarism, anti-chauvinism, and general goodness. However, this is also a group which is seen by the opposing group as soft on the security and integrity of Egypt, as defendants of terrorism while being very crass with security personnel who fall dead every day. The economic left-ness of this block is seen as driving away badly needed investment at a critical time. And the nationalist credentials and funding of a lot of the groups in this block are seen as suspect.

On the other side of the fence, there is a block of traditionalists, conventionalists, bootlickers, reactionaries, counter revolutionaries, regime ancien, or any other self styled or "made their own" insulting description initially invented by the "revolutionary" camp. The conservative camp sees itself  as realistic, level headed, aware of Egypt's realities and priorities, and keen on the preservation of Egypt's territorial and social integrity. However, the opposing camp sees this camp as fascist, draconian, violent, militaristic, classist, oligarchic, and corrupt.

So the hundreds of parties and movements that resulted from Jan25 are coalescing under two large tents. One tent is seen as a champion of personal social freedoms, labour rights, higher taxes on the rich and not taking sharp positions on foreign policy. The other tent is keen on national security, fighting terrorism, supporting the troops, and stimulating the economy by lower taxes. Wait! That's the Democratic and Republican parties!

Isn't this awesome? The Egyptian experiment is yielding a two party system already. Perhaps the conservative camp is ascendant now and the revolutionary camp is fractured and needs more growth. But as long as watchdogs are keen and the trend is right, there will eventually be handover of power between these two camps in Egypt. Right?

Wrong!

The conservative camp might call the "liberal" camp in Egypt terrorist enabling along the same lines as in the US. The liberal camp might call the conservative camp fascist along the lines of some rhetoric in the US. However, there are fundamental differences. This kind of rhetoric in Egypt is not marginal for each camp, it is essential. There are no "centers" to the two camps that try to work out issues in a bipartisan manner while fringes duke it out in the media. Also when the conservative camp is described as fascist, it is absolutely a hysterical exaggeration, but not an extreme one. For this camp truly has been draconian. And when the conservative camp claims the liberals are foreign funded and completely unaware of Egypt's conditions, they are being dramatic but not drama queens.

Most of all when both camps accuse each other of enabling terrorism or exposing the country to the return of the MB, they are not just doing propaganda. The MB as a structured organization is probably dead, but the Islamist bulk that gave it some mass is still present. The Islamist golem is still at large, and if it finds itself a brain, it will illustrate for both camps the real meaning of fascism and compromising national integrity.

So while the local poor man's Jon Stewart May try to push against the conservatives as hard as the original does, and while the local Rush Limbaugh might try an (unbelievably more disjointed than the original) routine against the liberals, they can both rest assured that their mutual pushing against each other will only strengthen a possible Islamist comeback.

The Islamists are again blocking any real democracy in Egypt. But there might yet be a way out. Two things need to happen for democracy to function here. First the liberal camp has to become functional at an administrative and political level. Second Islamists must cluster under either of the two camps. Fundamentalist Christians in the US clustered under the Republicans. If Islamists in Egypt find an expression and an indirect way of accepting secularism through the liberal camp, without the liberal camp practicing its eternal habit of extracting joy from enabling religious fascism to rule, then there might be hope.

نحن حلاوة بيه العنتبلي

انا اكتشفت ان الدراما المصرية دمرت قيم كتير عندنا. لا دي مش الخطبة بتاعت العيال كبرت و مدرسة المشاغبين بوظوا اخلاق جيل. انا اصلا مش شايف ان المسرحيات دي اثرت في أي حد أساسا غير شوية موجهين لغة عربية في التربية والتعليم. انا قصدي قيم تانية أهم وتأثيرها أكثر تدميرا.

تعال نتخيل اننا جيبنا واحد لا يعرفك ولا يعرفني وحكينا له الحكاية دي:

كان فيه راجل عايش في بلد مسلم محافظ. الراجل مكانش متعلم. لكنه اشتغل وفتح محل جزارة. لأن شغله كان كويس ولأن السلعة اللي هو بيبيعها كانت مطلوبة الراجل ده اتغنى. الراجل خلف بنت. مراته ماتت. على الرغم من ان الراجل عايش في مجتمع لا يقيم المرأة على الإطلاق ولا يورثها كالرجل وعلى الرغم من ثروة الراجل وخلفيته الثقافية المتواضعة إلا إنه ماتجوزش تاني عشان يحاول يجيب الولد. بالعكس هو ركز انه يربي بنته الوحيدة كويس. ورباها لغاية ما بقت آنسة شيك مثقفة ومحترمة. وأصر انها تكمل تعليمها في أعلى الكليات وكان ده مدعى فخر عظيم له.

في يوم الراجل دا لقى واحد جاي يتقدم لبنته الوحيدة. الواحد ده كان فيه شيء واحد يميزه: انه خال تماما من أي شيء يميزه. الولد كان لسه صغير في السن مالوش أي انجازات، علاقته بأبوه مضطربة، طالب غير مييز إن لم يكن فاشل، عنده استعداد للانجرار للسكر والمخدرات، ناقم على كل شيء، ليس له إنجاز علمي أو تميز ثقافي أو خبرة عملية أو روح رجل الأعمال أو ظروف مناسبة.

رد فعل الجزار انه رفض العريس.

انا مش عايز أتخيل رد فعل الراجل الكوري للقصة وهو شايف مين في الاتنين الشرير. انا عايز أشوف رد فعله على مخرج على باب الوزير وهو ما بيبذلش مجهود خالص مع السيناريو السابق لأنه ضامن اننا هنعتبر حلاوة العنتبلي الشرير. الأكادة اننا كلنا اعتبرناه فعلا شرير. الأدعى بقى انهم رجعوا عملوا القصة مسلسل وأضافوا لها كل ما يجعل حلاوة راجل تقدمي ماحيلتوش غير بنته وشخصية شريف منير/عادل إمام نطع وبرضه اعتبرنا حلاوة العنتبلي شرير.

الأوسخ في على باب الوزير هو الجو اللي بتخلقه حوالين الصنايعية. مبدأ ان كون السباك بيكسب كتير فده معناه فساد المجتمع مبدأ انا مش فاهمه لغاية دلوقت. السباك دا مهنة قبيحة ليه؟ فيها ايه عيب؟ الراجل بيعرض خدمة الناس محتاجاها بسعر هم مستعدين يدفعوه. ايه المشكلة؟ انما ازاي، لازم نهين كل طوائف الحرفيين ونشيع انهم بالضرورة سوقة وغير مثقفين وغير قابلين للتثقيف.

الحقيقة ان علي باب الوزير مجرد مثال استوقفني. انما الدراما المصرية ما شاء الله غنية بالكليشيهات المهببة. الغني حرامي ومصاص دماء. الحرفي جاهل وعديم الأدب. العصامي عديم الذوق ولا يستحق النعم اللي هو عايش فيها (اللي هو عملها بنفسه لنفسه). فقط من يستحق كل شيء ومن هو مظلوم دائما هي طبقة ما توجها أسامة أنور عكاشة في مسلسلاته. الطبقة المتوسطة الى المتوسطة العليا العاملة في وظائف الياقات البيضاء والمكاتب هي فقط من يستحق احترام الدراما المصرية. كتلة اللزوجة الممثلة في محاولة الحفاظ على نقاء أسرة سميرة أحمد في امرأة من زمن الحب هي غاية الدراما المصرية. ويولع حلاوة العنتبلي ببنته الدكتوره اللي طلع بيها من الدنيا.

Final fault line

One last time the paradigm has to shift again. But this time it draws a fault line along non-ideological grounds that are also much deeper and much closer to the nature of Egypt than the revolutionary-regime ancien fault line or the theocrat-secular one, both ultimately unnatural in the Egyptian context.

The new fault line is based on logic, reality, the possible, realism, and facts. It is between those who, after three years of demanding instantaneous change and not getting it, finally realise that Egypt's problems are too deep to be changed by simple conscious decisions by leadership. And between those who still insist that "the revolution had aims" and that "these aims are simple to achieve" without contributing anything on how they are simple or how anyone is supposed to achieve them.

In a way it is a division based on means but not necessarily ends. On both sides there will be people brought together who have different aims but who share an agreement on the methods. This is not new, in fact, it is the main ailment of the Egyptian revolution. But this time it is essential that this sorting takes place.

In the camp of reality are people who realise that Egypt is in grave danger. They realise that the country is not rich, that its priorities currently and in the foreseeable future is not establishing the trappings of a Western democracy. This is the camp that has gotten rid of the myth of a "rich Egypt whose resources are constantly being stolen." This is a camp that can no longer be blackmailed into not shouting that stability and security are priorities. This is a camp that believes the state in Egypt is in very grave danger, and not necessarily because of bad leadership, but also because of large scale unchecked chaos and rewarded bad behaviour over three years.

In this camp are "revolutionaries" who simply wanted and believed possible a sudden and clear improvement in the country after the removal of Mubarak, but who soon realised that the methods used by the revolution post the eighteen days were not helping improve the country in any way. The camp includes "felool", the umbrella term used to describe people who rejected the January revolution for a variety of reasons. It will also include Islamists, many of them who still believe that Morsi was brilliant and that there was a global conspiracy against him. But they also recognise they and their children live in this country and that if it sinks they will sink with it. They probably detest the loss of the Islamist state, but they see only catastrophe in trying to force an "Islamic revolution" down the throat of a country that clearly refuses it.

This camp will not necessarily vote as a block. They won't necessarily agree on much. But at different junctures they will try to pull the country towards gradual change. They will try to restore normalcy, they will push towards a more technocratic form of government and will try to abandon the ideologies that destroyed the country. And for that they will again be labelled felool.

The second camp is the camp that insists there must be immediate change and that any means to reach such immediate change is allowed and desirable. In a way this camp agrees that the country must be completely deconstructed. The motive is either to prove a point or to rebuild it again in a form that they see fit. Realism and resources, the fate of the people in the case of such upheaval, and the possibility of even achieving it are all irrelevant.

This camp also includes revolutionaries. Activists who believe that the current regime (not withstanding that one barely exists) is criminal and must be dissolved. The alternative is, as it has always been, irrelevant. But there are also revolutionaries who simple want the state to fail so utterly and completely just to prove a point: That they were right. How they happen to have been right is again irrelevant. Perhaps the Islamists in this camp are clearer. They want to destroy the state in order to prove that removing Morsi was wrong and in order to start an Islamic state from scratch. Insane, but at least there is more internal logic to it than the revolutionaries. And a lot more logic than the felool who belong to this camp, the bunch that wants failure just in order to laugh at everyone and say that Mubarak was right.

It is a new fault line that separates those who want to look forward from those who want to cling to the near past. Except that due to the twisted logic of Egypt those who want to look forward happen to be the conservatives in every old ideological camp.

It is also a final fault line. Egypt doesn't have any more chances. If camp 1 wins then the country may be back on a track that restores employment, investment, and livelihood. If camp 2 wins then we are in for a few years of labour protests, violent street clashes, assassinations, followed by the dissolution of the army and massive loss of life as the revolution finally achieves its anarchic utopia.

A tale of two referendums

Much has been said about the turnout and results of the 2014 constitution referendum in Egypt. Different sides try to make different arguments, numbers are twisted and turned, conclusions are forcibly extracted, and correlation is assumed where there is none. In this post I'll try to present a few facts. I am not going to claim a neutral position, I am biased, but I am not going to lie about the numbers. First though, we have to agree that the election was held in a free manner. Fairness is a different issue and I know that there are questions about it, but there is no question at least that the yes vote was not going to be much different under any circumstances. So, the facts.

The number of people who turned out for this referendum was the largest in the history of Egyptian referendums.

Turnout ratio was smaller than the March 2011 referendum only because the 2011 voter database dropped 10 million voters. March 2011 was the first exercise in voting after the January revolution and the only method of assuring no multiple votes was ink.

The number of people who voted yes on this referendum is the largest number of people who picked ANYTHING in a vote after the January 2011 revolution. Be it a yes or no answer to a referendum, a presidential candidate, or a political party.

The major comparison is with the December 2012 referendum on the MB drafted constitution though. And this is where things get interesting. In the 2014 referendum more people turned out to vote than in 2012. More interestingly, more people voted yes in the 2014 referendum than people turned out to vote in the 2012 referendum.






Percentage increase in voter turnout is calculated as: (Voters in 2014-Voters in 2012)*100/Voters in 2012. The trend shows increase in voter turnout in 21 provinces and decrease in 6 provinces. The decrease is slight (less than 10%) in three provinces and significant in the other three.

The most dramatic increase is in South Sinai where there was a 249% increase in the number of voters turning out to vote. This is most likely due to to the fact that in 2014 out-of-province voters were allowed to vote as opposed to 2012. South Sinai is a province where most residents are not registered with the province. There are significant increases in almost the entirety of the Delta and in the single city provinces as well as the Suez Canal Zone. 






In terms of yes votes, there was an increase in yes votes in 23 provinces and a noticeable drop in three provinces. Again, the trend is clear geographically. The Delta, Suez Canal Zone (less so Suez), and the two metropolitan provinces show dramatic increases while the south shows less increase. The drops occur only in Middle Egypt and in Matrouh. Again the highest percentage increase was in South Sinai with an insane 400% increase due to out of province allowance.



Overall, roughly four million more voters turned out to vote in 2014, raising the participation rate from 32% to 38%. The largest contributors by far to voter turnout in terms of absolute number are the Delta provinces where Daqahliya alone contributes over 700,000 new voters. Cairo is also a province where a significant number of new voters were introduced. In terms of absolute numbers some smaller provinces do not appear as dramatic even though their percentage increase is significant. Of particular note is North Sinai where both more people showed up to vote and more people voted yes than 2012. Given the security situation in Northern Sinai this is a feat for both the people and the security services in the province. 




Overall 9.4 million Yes votes were added between 2012 and 2014, roughly 90% increase. The largest contributor is Cairo, the list of contributors then pretty much matches the list of contributors of new votes, with the Delta contributing more than the South and four provinces representing Middle Egypt and Matrouh having a negative balance.

Analysing the numbers is a tough process, and I don't think anyone has enough information to make solid conclusions. However, I can make a few remarks.

In the Delta, there is a very strong anti-MB vote that started before the election of Morsi, continued through the referendum on the MB drafted constitution and seems to be picking steam still. This is very dramatic given the Delta is a region where the MB traditionally had a very solid base. Gharbiya in particular is a case study, from an MB stronghold to a province that solidly contributes as many votes as possible in the opposite direction to the MB.

The Suez Canal Zone is not much different from the Delta. However, as the demographics of Suez include more upper Egyptians, there is less opposition to the MB there, and thus less increase in voter turnout and yes votes (although still an increase).

Upper Egypt was expected to vote less enthusiastically than under Morsi. This was not the case. Although turnout ratios in upper Egypt are still very low compared to the Delta, all provinces of upper Egypt proper (Sohag, Qena, Luxor, and Aswan) showed an increase in both turnout and yes votes. The same applies to Asyut. Luxor and Aswan might be easily explained through the tourist worker vote. Asyut and Sohag are more difficult to explain. More Coptic turnout could be a contributor, but there isn't even anecdotal evidence that it did happen.

Cairo is a very important data point. Cairo is the third contributor to increased turnout. Boycott calls kept an eye on Cairo as a measure of how much the boycott would work. Cairo is a city/province where most of the revolutionary core of Egypt resides. The increase in turnout means either the boycott didn't work, or their was significant replacement of voting demographics. The dramatic increase in yes votes (over 1.5 million) is readily explained by Cairo being one of a few provinces to vote strongly against the MB constitution in 2012.

A couple of observations: Provinces where tourism is a main source of income turned out in larger numbers and voted yes in larger number than 2012, even where the province is traditionally conservative and more likely to side with Islamists. Provinces with large scale MB "protests" and provinces where terrorist attacks occurred also turned out and voted in much larger numbers than 2012.

The provinces that showed relatively less satisfaction in 2014 compared to 2012 in terms of turnout and yes votes (note that all of them still voted yes overwhelmingly) were Minya, Fayoum, Beni Suef, and Matrouh. Matrouh is an extremely small population province. The vote is mostly bedwin. The vote is also ideologically aligned with the MB. Lower turnout (highest percentage decrease) may mean an exit from political life or an inability of the Salafists to muster support. Why this didn't affect the Bedwin vote in the Sinai may have to do with the fact that Matrouh has had virtually no terrorist attacks or MB protests or marches. The province seems to have depoliticised.

Minya and Beni Suef saw noticeable decrease in voter turnout. However, interestingly Beni Suef saw no decrease in yes votes. This is indicative because Minya is supposed to have higher Christian votes than Beni Suef. This could be an indicator that Christian votes did not turn out, especially in the south.

The main province where there seems to be very noticeable dissatisfaction with the 2014 constitution is Fayum. Mind you this dissatisfaction can only be gleaned through a study of relative decrease in turnout and yes votes, but the yes vote was still dominant. Fayum may not be a huge surprise since it is the ideological capital of political Islamism just as Menoufiya is the ideological capital of the Egyptian technocracy.

Overall, the Delta and the two metropolitan provinces where the overwhelming majority of Egyptians live show significantly more excitement for the 2014 constitution than they did in 2012. Upper Egypt (proper) is surprisingly better than 2012 mainly due to tourist worker votes. Middle Egypt shows relative dissatisfaction and probably little Christian turnout. North Sinai shows a heroic increase in voting. South Sinai is the main beneficiary from out-of-province voting. And Matrouh is probably exiting the political scene as the power of Salafists to mobilise did not materialise. 







محاسبة مجيدة خيانة

مناصري ثورة يناير بيتريقوا على نظريات المؤامرة اللي بتقول ان الثورة كانت مؤامرة. وانا معاهم. ماشي مفيش دليل حاسم ان الثورة على الأقل في بدايتها او في اغلب اللي نزلها كان فيها نية المؤامرة.

الغريب بس في الموضوع ان نفس الناس دي بتقول ان الثورة اتخانت وسرقت من الاخوان ومن العسكر ومن الفلول ومن الشعب ومن اي حد معدي من جنبهم في الشارع. وده في حد ذاته ايمان بمؤامرة كونية واسعة تتضمن أطراف متعددة ملهاش مصالح مشتركة كلها بتعمل اذ فجأة مع بعض عشان يخونوا الشباب الطاهر وثورته.

بينما الحقيقة واضحة وبسيطة للي عايز يشوفها. بس هي يمكن مؤذية. الثورة مولودة بأسباب فشلها ومش محتاجة حد يخونها هي مدمرة نفسها بنفسها.

ثورة يناير ثورة بلا أهداف محددة ولا قيادة واضحة ولا طرح لبديل.

اللي قدمته يناير هو مطالب بإسقاط أشياء وإقصاء أشخاص زائد شعار مبهم عن حرية وعدالة اجتماعية ما تمش تعريف أيه هم. ثورة يناير طلبت يوتوبيا ومقالتلناش نحققها ازاي. ولما يناير الأصلية اتزنقت في سؤال ايه هو البديل حولت الموضوع برمته لعملية فيها التار (تحت مسمى القصاص) هو الهدف والنهاية. وعزل أشخاص بناء على معايير غير معرفة لأنهم "فلول" هو المطالب.

في غياب اي أهداف او بديل مكانش مطلوب من الاخوان انهم ميحاولوش يبلعوا البلد في كرشهم. الاخوان مخانوش. هم لقوا اللي عمل تفضية الساحة ليهم قضيته. يبقى حرام لو رفسوا النعمة. الاخوان من اول يوم هدفهم دولة البنا الميليشياوية. كانوا عايزينها بالتدريج لكن النشطاء فضولهم السكة تماماً. وخلاف النشطاء مع الاخوان مش خلاف على شكل الدولة اللي بناها الاخوان، لكن خلاف ان الاخوان كان لازم يركزوا اكتر في "إقصاء الفلول" و "القصاص". يعني لو الاخوان كانوا "طهروا الداخلية" كان النشطاء هينبسطوا منهم، بغض النظر عن ان التطهير ده في الغالب كان هيبقى عبارة عن استبدال بعناصر موالية للاخوان.

احنا وصلنا لنفس النقطة تاني. نشطاء الثورة مش عاجبهم السيسي يمسك. معندهمش بديل. كالعادة عارفين مش عايزين ايه ومش عارفين عايزين ايه. وكالعادة هيدعوا انهم اتخانوا. محدش خانك يا ابني، انت اللي مش عارف عايز ايه.

الحاجة التانية امتى ممكن محاسبة يناير؟ مش المحاسبة من الحاجات المهمة؟ هل يناير معصومة؟

كلمات: اصل الثورة محكمتش اصل النظام لسه لم يسقط اصل الدولة العميقة اصل معرفش ايه مبقتش تأكل عيش. الاول قالك لا شفيق مبارك بيمليه من شمر الشيخ لازم رئيس وزراء من الثورة. مكنتش خالتي اللي اختارت زفت الطين عصام شرف، كان الميدان. ولما شرف عك عك تاريخي قلتوا لا يمثل الثورة.

لما مرسي اتقال عليه مرشح الثورة وكلكم وافقتوا ودعمتوه محدش ضربكم على أيديكم أنكم تقولوا كده. لما مرسي فشل فشل ثلاثي الأبعاد قلتوا مرسي لا يمثل الثورة.

طيب ايه رأيك منعتبرش ان الثورة حكمت الا لما تيجي حكومة كلها من الشباب وكلهم من اللي كانوا في الميدان في ال١٨ يوم؟ طيب ايه رأيك في حكومة قنديل الاخيرة؟ ما هي ينطبق عليها المعيارين دول بامتياز.

ايه؟

لا يمثلوا الثورة؟ طب مين بيمثل أمها؟ امتى نقدر نسأل يناير هي عملت ايه وليه؟

ممكن نسألها عن انها وصلت الاخوان للحكم. هتقولي لا اصل طنطاوي هو اللي سلمهم الحكم/ لا اصل مبارك هو اللي رعى الاخوان/ اصل الاخوان أصلا جزء من نظام مبارك.

طب ينفع نحاسبكم أنكم فضلتوا في الميدان عشان تطلعوا إرهابيين من السجون تحت مسمى الإفراج عن معتقلين. وإنكم قلتوا لازم كل الإرهابيين يرجعوا من بره لأنهم مصريين ولو الحكومة عندها ضدهم حاجة تقدمها؟ لا مينفعش؟

طب نسألكم على ايه امتى؟

يناير واقع وماضي. انا ضد الفلول اللي لسه عايشين في لحظة التنحي وكل همهم انهم يشمتوا في المترتب عن تنحي مبارك بالشكل ده. وممكن أتكلم معاك في يناير ونحاول نلاقيلها إيجابيات او مكاسب. ومؤمن تماماً ان اغلب اللي نزل كان نيته كويسة. إنما الحقيقة الموجة اللي انا شايف بدايتها بتاعت الابتزاز بالثورة المجيدة وانت ضدها ولا مش ضدها دي تبلوها وتشربوا ميتها.
